The Environmental Management Effort and Environmental Monitoring Effort (UKL & UPL) Study

The study of UKL & UPL becomes the one instrument to create the sustainable development. The study of UKL & UPL is done towards the kind of activities plan and/or activities which scale/ large scale which is stated based on the Decree of Minister of Environment (KEPMENLH) No. 17 of Year 2001 about the Kind of Effort Plan and/or the activities which must be completed with   AMDAL(Environmental Impact Assessment)

The activity of UKL & UPL Study has the general purpose to keep the activities as the almost part of area development activities; hence the implementation is done with environment knowledge (attention to environment balance aspects) continuously. Meanwhile, the specific purposes of UKL & UPL Study are:


1.

To prevent, control, and solve the negative impact also develop and increase positive impact which is predicted based on source capability (power, time and money) which possess by th activities implementer.

2.

To formulate the environment management system which is done in or out of activities’ boundary, so far as the impact spread which is possible to be appeared.

3.

To decide the efforts of environment monitoring towards environment management implementation which is used as the additional point of succeed in increasing the environment management.

4.

To make in detail which parties involved in environment management and monitoring effort activities, coordination pattern, and the needs of superintendent.

The UKL & UPL study can be said as the conclusion of 2 poles, between the activity and environment. In this case, environment means where the location activity will be done and that environment has its own part or component to be more attention. The component of environment is the part of environment which is predicted will be impacted from done activities covers: physic chemist component, biology, socio economy and culture.

UKL & UPL Study that has been done by INRR  

The UKL & UPL study that has been done by INRR almost taken place in oil & gas field (MIGAS) and marine transportation. The study in oil & gas field covers exploration and exploitation, while in marine transportation is the specific port operation activity (PELSUS).

UKL & UPL Study of Oil & Gas Field
The study UKL & UPL in Oil & Gas Field to exploration activity covers: seismic survey and drilling. Meanwhile, exploitation activity covers limited oil& gas field development activities. The study of UKL & UPL in oil&gas field are located in sea (offshore), land (onshore), and transition zone/transition area or marsh area. For seismic survey activities and limited field development can be together in one location, or covers two locations even three of those locations (onshore, offshore, and transition area)

1) Seismic Survey
Based on Master of UKL & UPL, the Exploration and Production of Oil & Gas also Geothermal which is released from Directorate of General Oil & Gas (Ditjen Migas), the Department of Mining and Energy (DPE) – Jakarta, October 2007, seismic survey in other word can be said as observation is the exploration activity to get the structure of oil & gas trap which is placed below the earth surface or inside earth layer becomes the lead/prospect from the area later. The definition of that oil&gas trap (seismic profile) can be in the form of two dimension (2D) and three dimension (3D). Therefore, seismic survey can be 2D or 3D, even to get the definition of oil&gas trap more clearly can be done by seismic survey with high resolution.


2) Exploration Drilling

Based on Master of UKL & UPL, the Exploration and Production of Oil & Gas also Geothermal which is released from Directorate of General Oil & Gas (Ditjen Migas), the Department of Mining and Energy (DPE) – Jakarta, October 2007, exploration drilling activity means the wells drilling activity either onshore or offshore which propose to find the oil & gas reserved in lead/ prospect, also give another values, such as : boundary stated, productivity also reserve characteristic that has been found. Basically, drilling activities is not only drilling activities but also delineation and deposit.

3) Limited Field Development Activities

Based on Master of UKL & UPL, the Exploration and Production of Oil & Gas also Geothermal which is released from Directorate of General Oil & Gas (Ditjen Migas), the Department of Mining and Energy (DPE) – Jakarta, October 2007, is the effort or activity to produce oil&gas field in onshore or offshore in economic, it gives limited benefits. It is because of limited reserve amount, location physic condition difficulties, facilities or other technical difficulties.

The study of UKL & UPL related to the Oil&Gas Field
The activity of study of UKL & UPL outside of oil & gas field, basically it supports oil & gas activity.
